No. It’s decoded and re-encoded right in your browser.
How do you hit the size?
We re-encode with fewer colors, then a smaller frame, and only then skip frames, checking the size after each try.
Why do colors look a bit different?
GIF can only have up to 256 colors per frame. To get smaller files we use fewer, which can add banding on gradients.
Will it still loop?
Yes. Timing is kept: if we skip frames, the remaining ones stay on screen longer, so the animation lasts as long as before.
